Here is my method to have a mp play, you can try it but i am not so sure it can work on your machine, but it worth a try:
1. go to the lan network and set it auto gain ip
2. disable it then count on 10 secs then reopen it
3. now you can see down right, a icon shows it is findind the network
4. quickly enter the internet and steam then the lp mp, and make sure your last sight can see the network still finding
5. have fun on lp mp
And following is a pic shows step by step, it comes from CH system but i think you can realize it, enjoy it, and if it works, you can find out you can create a game easily and joining a game as well.

meh i returned it saying the disk was corrupt they gave me a new one i returned that one for a credit.. **** it.. if capcom wants to release crap for money and expect the public to simply suck it down and be beta testers they can count me out. i've got plenty of other games i can play without aggravation.

Routers usually setup Internet to be shared as default, which Internet was never designed for. It's called NAT, and became nesessary when ISPs refused customers more then one public IP. NAT destroys transparency.

read up on it,
6.  Problems with NATs

   -  NATs break the flexible end-to-end model of the Internet.
   -  NATs create a single point where fates are shared, in the device
maintaining connection state and dynamic mapping information.
   -  NATs complicate the use of multi-homing by a site in order to
increase the reliability of their Internet connectivity. (While
single routers are a point of fate sharing, the lack of state in a
router makes creating redundancy trivial.  Indeed, this is on of
the reasons why the Internet protocol suite developed using a
connectionless datagram service as its network layer.)
   -  NATs inhibit implementation of security at the IP level.
   -  NATs enable casual use of private addresses.  These uncoordinated
addresses are subject to collisions when companies using these
addresses merge or want to directly interconnect using VPNs.
   -  NATs facilitate concatenating existing private name spaces with
      the public DNS.
