...You're onto something, its 10 years into the future right? And they did call that guy "Old Man". But I'm confused, weren't a Team of NEVEC guys Solotov clones?

Those are New NEVEC guys, he's talking about the guy in Ex-NEVEC armor with the blue and white variation, and is the voice of the speech on the Episode 6 video.
