Luka, Megaman, and joe are not unlocked by levelling up online, they are unlocked through the single player camaign, ie by unlocking certain acheivements and collecting target markers, here is what luka looks like

In the PS3 version, I remember three being unlocked like this...
Luka: Get all target markers on all missions on any difficulty.
Joe: Beat campaign on any difficulty.
"MegaMan": Play 100 online games. (I never played 100, though, so I can't confirm this myself. :p
As for Frank West, you had to achieve a certain level.
It was my understanding that Colonies would have everything the PS3 version had and more. Besides, I've been killed by someone playing as "MegaMan" online already in Colonies, so he's definantly there and so is Frank West. I've yet to see Luka or Joe yet.

The 360 versin doesn't have mega man. I was playing with some guys all trying to get to 150 last night... at 130 you unlock a "PATTERN" for Frank West that people are calling MegaMan.. (looks like a defunct superhero, but definitly not the blue blaster himself) I will try to get one of those "BOOSTERs" to stand still long enough for me to get a pic. As far as unlocking them throught the campaing... all we got was acheivemnts, no different charecters for storymode play.
1st girl character lvl 30
Robot 1 (peice of crap) lvl 50
eskimo girl lvl 70
frank west lvl 90-100
2nd robot (peice of crap) lvl100 - 130

Okay. Good thing I said that that was how it worked for me in the PS3 version because it may've changed for the 360 version. According to you, it has.

in the pc version you could have just bought the game and look at the characters online and joe was alrdy right there. you have to unlock him now?

I'll try to get pics up, but I would have rather played with charecters from the game than the robot... it looks like the prototype for a crash test dummy from a playshcool toyset.

the best part of colonies is the akrid, but I would have like to have seen a different spin with the small flying akrid etc. (the ones too big for smaller maps) on maps that the larger akird couldn't fit in... they could play a role in games that require stealth like team elimination with rifles.. they could easily give away the location of someone. Akrid hunter is the only mode they were added too, would have like to have been able to play the story mode with other charecters also. The most dissappointing part is no megaman.

Yep. Pretty sure I was on the space map when I saw him, which seemed to be a good backdrop for him. :D
