I believe the reigon of PSN is determined by what internet you are connecting to, just like computer time auto updates and auto selects your timezone. The access point you connect to will be an american (or EU, etc.) as will the reigon of PSN you have. Manually selecting your reigon will still result in the correct reigon of PSN.

You can create a JPN PSN account, but good luck with the transactions. The Japanese PSN store won't accept US or EU credit cards. What are the chances of this DLC being free?

I have no japanese account...but my german VISA card works smoothly with my US account... It doesn't work with my UK account, though, so I use UK PSN cards with my UK account without problems. Maybe there are japanese PSN Cards available, if creditcard don't work?

You can get prepaid cards here for both Japan and the U.S. www.play-asia.com/paOS-14-71-16e-49-en.h... Although you might be able to find some cheaper from places like Ebay (I never looked, but that's what I heard).
