Its not a Mod he can be unlocked.

PS3 Version
To unlock him you needed to Play 100 battle's in Multiplayer mode. (You do not have to win you just need to finish them)

In single player mode, these characters can only be selected during the mission selection by selecting a mission while holding down Square ,Triangle ,L1 and/or R1 buttons.

Hold down Square and Triangle to select Megaman.

Note that if you go back to the mission selection screen, your character selection will be reset back to default.
